Prepare the Glaze
In a small saucepan, combine honey, soy sauce, rice vinegar, sesame oil, and minced Thai chilies. Bring to a simmer over medium heat, stirring occasionally. Cook for about 5 minutes until slightly thickened. Remove from heat and set aside.

Prepare the Calamari
In a large bowl, mix together all-purpose flour, cornstarch, salt, and black pepper. Slowly whisk in water until a smooth batter forms.

Heat the Oil
In a deep frying pan or pot, heat vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Calamari
Dip the calamari rings into the batter, allowing excess to drip off. Carefully add them to the hot oil in batches, frying for about 2-3 minutes or until golden brown and crispy. Remove with a slotted spoon and drain on paper towels.

Serve
Drizzle the sweet and spicy glaze over the fried calamari and garnish with chopped green onions. Serve hot.
