    Wash the Russet potatoes thoroughly under running water. Peel them if desired, then cut them into small cubes (about 1/2 inch). Place the cubed potatoes in a large bowl of cold water and soak for at least 30 minutes to remove excess starch.

    While the potatoes are soaking, dice the onion and bell pepper into small pieces. Set aside.
