Prepare the Potatoes
Wash and peel the potatoes. Cut them into even-sized chunks or wedges for uniform cooking.

Prepare the Seasoning
In a small bowl, mix the smoked paprika, cayenne pepper, and salt. Set aside.

Chop the Scallions
Finely chop the scallions and set them aside for garnish.

Prepare the Mayonnaise
In another bowl, combine the mayonnaise with a pinch of salt and a dash of cayenne pepper for a spicy mayo dipping sauce.

First Fry
In a large pot, heat vegetable oil over medium heat. Once hot, carefully add the soaked and drained potato wedges. Fry for 5-6 minutes until they are pale and slightly tender but not browned. Remove with a slotted spoon and drain on paper towels.

Cool the Potatoes
Let the fried potatoes cool for about 10 minutes. This will help achieve a crispy texture during the second fry.

Increase the heat of the oil to high. Once hot, return the potatoes to the oil in batches and fry for an additional 3-4 minutes or until golden brown and crispy. Remove and drain on paper towels.

While still hot, sprinkle the fried potatoes with the smoked paprika and cayenne mixture, tossing to coat evenly.

Serve the double-fried potatoes hot, garnished with chopped scallions. Provide the spicy mayo on the side for dipping.
