    Brown the beef

    In a large skillet over medium heat, add the ground beef. Cook, breaking it apart with a spatula, until browned, about 6-8 minutes.

    Add onions and garlic

    Stir in the diced onion and minced garlic, cooking until the onion is translucent, about 3-4 minutes.

    Season the mixture

    Add chili powder, cumin, salt, and pepper. Stir to combine and cook for another 2 minutes to allow the spices to meld with the beef.

    Add beans and cheese

    Stir in the refried beans and shredded cheddar cheese until fully melted and combined. Remove from heat and let cool slightly.

    Prepare tortillas

    Warm the flour tortillas in a dry skillet or microwave until pliable, about 20 seconds in the microwave.

    Fill tortillas

    Place about 1/4 of the beef and bean mixture in the center of each tortilla.

    Fold in the sides of the tortilla over the filling, then roll from the bottom up to create a wrap. Make sure to secure the filling inside.

    In a large pot or deep skillet, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

    Fry the chimichangas

    Carefully place the rolled chimichangas in the hot oil, frying them until golden brown and crispy, about 3-4 minutes per side. Remove and drain on paper towels.
