Make the Dough
In a large bowl, combine the flour, sugar, cocoa powder, and salt. Mix well. Add the softened butter and rub it into the dry ingredients until the mixture resembles coarse crumbs.
Add Wet Ingredients
In a separate bowl, whisk together the egg yolks and white wine or vinegar. Gradually add this mixture to the flour mixture, stirring until a dough forms.
Knead the Dough
Transfer the dough to a lightly floured surface and knead for about 5-7 minutes until smooth. Wrap the dough in plastic wrap and let it rest for at least 30 minutes.
Roll Out the Dough
After resting, roll out the dough to about 1/8 inch thick. Cut out circles using a cookie cutter or a glass (about 4-5 inches in diameter).

Prepare the Filling
In a mixing bowl, combine the ricotta cheese, powdered sugar, vanilla extract, chocolate chips, and ground cinnamon. Mix until smooth and creamy.
Fill the Cannoli
Using a piping bag or a small spoon, fill the cooled cannoli shells with the ricotta mixture. Be sure to fill them just before serving to keep the shells crisp.
Garnish
Sprinkle the filled cannoli with chopped pistachios or almonds for garnish. Optionally, dust with powdered sugar before serving.
