Prepare the Filling

    Sauté the Vegetables

    In a large pan over medium heat, add 1 tablespoon of vegetable oil. Once hot, add the garlic and sauté for about 30 seconds until fragrant. Add the cabbage, carrots, green onions, and bell pepper. Sauté for 5-7 minutes until the vegetables are tender.

    Stir in the soy sauce, sesame oil, salt, and black pepper. Cook for an additional 2-3 minutes, then remove from heat and let cool.

Assemble the Spring Rolls

    Wrap the Filling

    Lay a spring roll wrapper on a clean surface, with one corner facing you. Place about 2 tablespoons of the filling near the corner. Fold the corner over the filling, then fold in the sides and roll tightly to the top. Seal the edge with a little water.

    Repeat the process with the remaining wrappers and filling until all are filled.

Fry the Spring Rolls

    Heat the Oil

    In a deep frying pan, heat 2 cups of vegetable oil over medium-high heat until it reaches 350°F (175°C).

    Carefully add the spring rolls to the hot oil in batches, making sure not to overcrowd the pan. Fry for 3-4 minutes on each side until golden brown and crispy.
