In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for at least 30 minutes.

In another bowl, mix together the ground pork, chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, and add salt and pepper to taste. Make sure the mixture is well combined.

Assemble the Dumplings
After the dough has rested, divide it into small portions and roll each portion into a thin circle (about 3 inches in diameter). Place a teaspoon of filling in the center of each circle. Fold the dough over to create a half-moon shape and pinch the edges tightly to seal.

Fry the Dumplings
In a large skillet, heat vegetable oil over medium heat. Once hot, place the dumplings in the skillet, making sure they are not touching. Fry for about 2-3 minutes until the bottoms are golden brown. Then, add a few tablespoons of water to the skillet and cover immediately. Allow the dumplings to steam for about 5 minutes. Remove the lid and let any remaining water evaporate, allowing the dumplings to crisp up again for another 2 minutes.
