In a large bowl, combine shrimp, scallops, olive oil, lime juice, garlic, cumin, chili powder, salt, and black pepper. Toss to coat and let marinate for 15-20 minutes.

In a large skillet over medium-high heat, add 1 tablespoon of olive oil. Add the sliced bell peppers and onions, sautéing for about 5-7 minutes until they are tender and slightly charred. Remove from skillet and set aside.
