Make the Dough
In a large bowl, combine the flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Gradually add cold water, stirring until a dough forms. Knead the dough on a floured surface for about 5 minutes until smooth. Wrap in plastic wrap and refrigerate for 30 minutes.

Prepare the Filling
In a skillet over medium heat, sauté onions until translucent. Add garlic, ground beef or shredded chicken, cumin, and chili powder. Cook until the meat is browned and cooked through. Remove from heat and stir in shredded cheese until melted. Let cool.

Assemble the Empanadas
Preheat the oven to 400°F (200°C). Roll the dough on a floured surface to about 1/8 inch thick. Cut into circles (about 4-5 inches in diameter). Place a spoonful of the filling in the center of each circle. Fold the dough over the filling and crimp the edges with a fork to seal.

Bake the Empanadas
Place the empanadas on a baking sheet lined with parchment paper. Bake for 20-25 minutes or until golden brown.

Serve
Top the baked empanadas with shredded lettuce, red sauce, a dollop of sour cream, and crumbled cotija cheese before serving.
