To Prepare the Samosa Dough

Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Add the ghee or oil and mix until the mixture resembles coarse crumbs. Gradually add water and knead to form a smooth and firm dough. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a large bowl, mix the mashed potatoes, green peas (if using), cumin seeds, coriander powder, garam masala, turmeric powder, chopped green chili, chopped coriander leaves, salt, and lemon juice. Mix well until all ingredients are combined.
To Assemble the Samosas

Shape the Samosas
Divide the dough into small balls. Roll each ball into a thin oval shape, then cut it in half to form two semi-circles. Take one semi-circle, and form a cone by folding it. Seal the edge with a little water. Fill the cone with the potato filling and seal the open edge to form a triangle. Repeat with remaining dough and filling.

Fry the Samosas
Heat the oil in a deep frying pan over medium heat. Once hot, carefully drop the samosas into the oil in batches. Fry until they turn golden brown and crispy, about 5-7 minutes. Remove and drain on paper towels.

Make the Chutni
In a blender, combine the mint leaves, coriander leaves, green chili, lemon juice, and salt. Blend until smooth, adding a little water if necessary to reach the desired consistency.
