Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Add the oil and mix well. Gradually add water until the dough comes together. Knead the dough for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a large skillet, heat a tablespoon of oil over medium heat. Add the chopped onion and sauté until translucent, about 3-4 minutes. Add minced garlic and grated ginger, and cook for an additional minute. Add the ground beef, breaking it apart with a spoon, and cook until browned. Stir in the diced potatoes, curry powder, cumin, salt, and black pepper. Cover and cook for about 10-15 minutes, until the potatoes are tender. Stir in chopped cilantro, and remove from heat. Let the filling cool.

Assemble the Samosas
Divide the dough into small balls. Roll each ball into a thin circle. Cut the circle in half to form two semi-circles. Take one semi-circle and form a cone shape by bringing the straight edge together. Seal the edge with a little water. Fill the cone with the meat and potato filling, then seal the top edge by pressing it together with water.

Fry the Samosas
In a deep frying pan, heat the oil over medium heat. Once hot, gently place the samosas in the oil, being careful not to overcrowd the pan. Fry until golden brown and crispy, about 4-5 minutes per side. Remove and drain on paper towels.
