In a fine mesh sieve, rinse the basmati rice under cold running water until the water runs clear. This removes excess starch and helps the rice remain fluffy during cooking.

Soak the rinsed rice in water for at least 30 minutes. This helps the grains cook evenly.

Bring the mixture to a boil over medium-high heat. Once boiling, reduce the heat to low.

Stir in the raisins with the carrots and cook for an additional 2-3 minutes until the raisins swell and become plump.
