Dough Preparation

Mix Dry Ingredients
In a large bowl, combine the all-purpose flour and salt.

Add Ghee or Oil
Add the ghee or vegetable oil to the flour mixture and rub it in using your fingers until it resembles breadcrumbs.

Add Water
Gradually add water to the mixture, kneading until a soft dough forms. Cover and let it rest for 30 minutes.
Filling Preparation

Cook the Beef
In a pan over medium heat, cook the ground beef until browned. Drain excess fat.

Add Spices
Stir in cumin, coriander, turmeric, red chili powder, and salt. Cook for an additional 5 minutes.

Finish the Filling
Remove from heat, then stir in fresh cilantro and lemon juice. Allow to cool.
Chutni Sauce Preparation

Blend Ingredients
In a blender, combine mint leaves, cilantro, green chili, lemon juice, salt, and water. Blend until smooth.
Assembly and Frying

Roll Out Dough
Divide the rested dough into small balls. Roll each ball into a thin circle.

Add Filling
Place a spoonful of the beef filling in the center of each circle.

Shape Samosas
Fold the dough over the filling to form a triangle, sealing the edges with water.

Heat Oil
In a deep pan, heat oil over medium heat until hot.

Fry Samosas
Fry the samosas in batches until golden brown and crispy. Remove and drain on paper towels.

Serve
Serve hot with chutni sauce on the side.
