    In a large mixing bowl, combine the all-purpose flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt. Whisk together until well blended.

    In another bowl, beat the eggs. Add the milk, vegetable oil, and vanilla extract, mixing until well combined.

    Carefully stir in the boiling water until the batter is smooth. The batter will be thin.
