In a small bowl, combine the warm milk (about 110°F/43°C) and the active dry yeast. Add the sugar and let it sit for about 5-10 minutes until it becomes frothy.

In a large mixing bowl, whisk together the all-purpose flour, salt, and any remaining sugar.

Knead the Dough
Transfer the dough to a floured surface and knead for about 5-7 minutes until smooth and elastic.

Place the dough in a greased bowl, cover with a clean towel, and let it rise in a warm place for about 1-2 hours, or until doubled in size.

In a deep pot or fryer, heat the vegetable oil to 350°F (175°C).
