Cook the Beef
In a large skillet, heat the olive oil over medium heat. Add the chopped onion and minced garlic, sautéing until the onion is translucent, about 3-4 minutes. Add the ground beef and cook until browned, breaking it up with a spoon, about 5-7 minutes.

Add the Vegetables
Stir in the diced carrots and cook for another 3-4 minutes until they start to soften. Add the frozen peas and stir to combine.

Simmer the Filling
Pour in the beef broth and Worcestershire sauce. Season with salt and black pepper. Bring to a simmer and cook for about 10 minutes until the mixture has thickened slightly. Remove from heat and set aside.

Assemble the Shepherd's Pie
Preheat your oven to 400°F (200°C). In a baking dish, spread the beef filling evenly. Top with the mashed potatoes, spreading them out with a spatula to create a smooth layer.

Bake in the preheated oven for 20-25 minutes, or until the top is golden brown and the filling is bubbling. Let it cool for a few minutes before serving.
