Clean the Mussels
Rinse the mussels under cold water, scrubbing the shells to remove any dirt. Remove beards if necessary.

Cook the Mussels
In a large pot, combine olive oil, white wine, minced garlic, salt, and black pepper. Bring to a simmer over medium heat. Add the mussels, cover, and steam for about 5-7 minutes or until they open.

Prepare the Marinade
In a large bowl, combine the cooked mussels (remove from shells if desired), fresh parsley, lemon juice, and red pepper flakes. Mix well to coat the mussels in the marinade.

Marinate
Cover the bowl with plastic wrap and refrigerate for at least 1 hour to allow the flavors to meld.

Serve
Serve the marinated mussels chilled or at room temperature as an appetizer or main dish.
