Prepare the Beef
Preheat the oven to 300°F (150°C). Pat the beef roast dry with paper towels and season generously with salt, black pepper, garlic powder, onion powder, thyme, and rosemary, rubbing the seasonings into the meat.

Sear the Beef
In a large skillet, heat the olive oil over medium-high heat. Sear the beef roast on all sides until browned, about 3-4 minutes per side.

Slow Roast the Beef
Transfer the seared beef to a roasting pan and place in the preheated oven. Roast for about 3 hours, or until the internal temperature reaches 135°F (57°C) for medium-rare, or longer for desired doneness.

Rest the Beef
Remove the roast from the oven and let it rest for 15-20 minutes before slicing.

Mash the Potatoes
Drain the potatoes and return them to the pot. Add the butter, heavy cream, salt, and black pepper. Mash until smooth and creamy.
Gravy

Make the Gravy
Once the roast has rested, pour the beef drippings from the roasting pan into a saucepan. Over medium heat, whisk in the flour until it forms a paste (roux). Cook for 1-2 minutes.

Add Broth
Gradually whisk in the beef broth, stirring constantly. Bring to a simmer and cook until the gravy thickens, about 5-7 minutes. Season with salt and black pepper to taste.
