Mix the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add the boiling water while stirring with a wooden spoon until a shaggy dough forms.

Knead the Dough
Transfer the dough onto a floured surface and knead for about 5-7 minutes until the dough is smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a medium bowl, combine the ground pork or chicken, finely chopped cabbage, chopped green onions, minced garlic, soy sauce, sesame oil, minced ginger, salt, and pepper. Mix until well combined.
Dumpling Assembly

Roll the Dough
After the dough has rested, divide it into small pieces (about the size of a golf ball). Roll each piece into a thin circle about 3 inches in diameter.

Fill the Dumplings
Place about a teaspoon of filling in the center of each dough circle. Fold the dough over the filling and pinch the edges to seal tightly.
Cooking the Dumplings

Boiling
Bring a large pot of water to a boil. Carefully add dumplings, making sure not to overcrowd the pot. Cook for 5-7 minutes or until they float to the top and are cooked through.

Remove the dumplings with a slotted spoon and serve hot with soy sauce or your favorite dipping sauce.
