Prepare the Base
In a large skillet or paella pan, heat the olive oil over medium heat. Add the chopped onion, bell pepper, and minced garlic. Sauté until the vegetables are softened, about 5 minutes.

Cook the Chorizo
Add the sliced chorizo to the pan and cook for another 3-4 minutes until it starts to brown.

Add the Rice and Spices
Stir in the basmati rice, saffron, paprika, salt, and black pepper. Cook for 2 minutes, stirring constantly to coat the rice with the oil and spices.

Add Broth and Seafood
Pour in the chicken broth and bring to a boil. Reduce the heat to low and add the shrimp and scallops. Cover and simmer for about 15-20 minutes, or until the rice is cooked and has absorbed the liquid.

Finishing Touches
Once the rice is tender, remove from heat and let it sit, covered, for an additional 5 minutes. Fluff with a fork before serving.
