Mix Dry Ingredients
In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, garlic powder, and onion powder. Whisk together until well combined.

Gradually add the cold water to the dry mixture, whisking continuously until smooth and thick. The batter should be slightly thicker than pancake batter. Set aside.

Heat Oil
In a deep frying pan or a large pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can check the temperature by dropping a small amount of batter into the oil; it should sizzle and float to the top.

Dip each onion ring into the batter, allowing any excess batter to drip off.

Carefully place the coated onion rings into the hot oil, frying in batches to avoid overcrowding. Fry for about 3-4 minutes or until golden brown, turning occasionally for even cooking.
