Prepare the Patties
In a large bowl, mix ground beef with salt, black pepper, and garlic powder until well combined. Form into 4 equal-sized patties.

Cook the Patties
In a large skillet over medium-high heat, cook the patties for about 4-5 minutes on each side until browned and cooked through. Remove from skillet and set aside.

Assemble the Loco Moco
On a plate, layer cooked rice, top with a hamburger patty, then place a fried egg on top. Generously pour gravy over the entire dish before serving.
