Prepare the Vegetables
Preheat the oven to 400°F (200°C). On a large piece of parchment paper, layer the zucchini, bell pepper, carrots, and cherry tomatoes. Drizzle with olive oil, and season with salt, black pepper, and fresh thyme.

Add Halibut
Place the halibut fillets on top of the vegetables. Season with additional salt and pepper, and place lemon slices on top of each fillet.

Seal the Papillote
Fold the parchment paper over the halibut and vegetables to create a sealed packet. Make sure it is tightly closed to trap steam.

Bake
Place the sealed packet on a baking sheet and bake in the preheated oven for 20-25 minutes or until the halibut is cooked through and flakes easily with a fork.

Prepare Scallop Sauce
In a small saucepan, combine scallops and heavy cream. Cook over medium heat until the scallops are opaque and the sauce has thickened slightly, about 5-7 minutes. Season with salt and pepper to taste.

Serve
Carefully open the papillote and transfer the halibut and vegetables to a serving plate. Drizzle with scallop sauce and enjoy.
