Rinse and Soak Bulgur
In a medium bowl, rinse the bulgur wheat under cold water until the water runs clear. Then, add 2 cups of water, cover, and let it soak for about 20-30 minutes or until the bulgur is tender. Drain any excess water if necessary.

Chop the Vegetables
While the bulgur is soaking, finely chop the parsley, tomatoes, cucumber, green onions, and mint leaves. Place them in a large mixing bowl.

Prepare the Dressing
In a small bowl, whisk together the olive oil, lemon juice, salt, and black pepper to taste.

Dress the Salad
Pour the dressing over the bulgur and vegetable mixture. Toss gently to ensure everything is well coated with the dressing.
