Prepare the Artichokes
Rinse the artichokes under cold water to remove any dirt or debris. Trim the stems to about 1 inch and remove any tough outer leaves from the base.

Cut and Season
Using a sharp knife, cut about 1 inch off the top of each artichoke to remove the thorny tips. Squeeze the juice of half the lemon over the cut surfaces to prevent browning. Rub the garlic cloves on the cut surfaces, then drizzle with olive oil. Sprinkle with salt and black pepper.

Prepare to Steam
In a large pot, add the 2 cups of water and place a steamer basket inside. Ensure the water doesn't touch the bottom of the basket. Bring the water to a boil.

Steam the Artichokes
Once the water is boiling, place the prepared artichokes in the steamer basket, cut side up. Cover the pot with a lid and reduce the heat to medium. Steam for about 30-40 minutes until the outer leaves are tender and pull away easily.

Check for Doneness
To test if the artichokes are done, pull off an outer leaf. It should be tender and have a slight resistance. If it doesn’t come off easily, continue steaming for another 5-10 minutes.

Once cooked, remove the artichokes from the pot using tongs and place them on a serving platter. Drizzle with remaining olive oil, sprinkle with chopped fresh parsley, and serve with lemon wedges.
