Prepare Carne Adovada

In a large pot, combine the pork shoulder, New Mexico red chili powder, cumin, garlic powder, onion powder, salt, black pepper, and water. Bring to a boil over medium-high heat.

Reduce heat to low, cover, and let simmer for about 2 hours, or until the pork is tender and easily shredded.

Mix Filling Ingredients
In a large bowl, combine the shredded pork, diced jalapeños, cream cheese, and shredded cheese. Mix until well combined.
Assemble Chimi's

Fill Tortillas
Place a generous amount of the filling mixture in the center of each flour tortilla.

Wrap Tortillas
Fold the sides of the tortilla over the filling and roll it up tightly to form a chimi. Repeat with the remaining tortillas.
Fry Chimi's

Heat Oil
In a large skillet, heat the vegetable oil over medium-high heat until hot.

Carefully place each chimi seam-side down into the hot oil. Fry until golden brown and crispy, about 2-3 minutes per side.

Remove the chimi's from the oil and place them on a paper towel-lined plate to drain excess oil. Serve warm.
