In a large mixing bowl, combine the rice flour and salt. Gradually add the water while mixing with your hands or a spoon until a soft, pliable dough forms. The dough should not be sticky, but should hold together well.

Cover the dough with a damp cloth and let it rest for about 15-20 minutes. This allows the rice flour to fully hydrate and makes the dough easier to work with.

Divide the rested dough into equal portions (about 8-10 pieces). Take one piece of dough and flatten it into a small disc in the palm of your hand. Gently flatten the filled dough ball into a disc shape again.
5. Cook the Pupusas
Preheat a non-stick skillet or griddle over medium heat. Place the pupusa on the hot surface and cook for about 3-4 minutes on each side, or until golden brown and slightly crispy. Repeat with the remaining dough and filling.
