Sauté the Aromatics

In a large pot, heat olive oil over medium heat. Add the chopped onion and bell pepper, and sauté until soft, about 5 minutes. Stir in the minced garlic and cook for an additional minute.

Add Tomatoes and Saffron

Stir in the diced tomatoes and saffron threads. Allow the mixture to simmer for about 10 minutes, until it thickens slightly.

Add Seafood

Pour in the fish stock (or water) and bring to a boil. Reduce to a simmer and add the calamari, shrimp, mussels, and clams. Cook for 5-7 minutes, or until the seafood is cooked through and the mussels and clams have opened.

Season and Serve

Season with salt and black pepper to taste. Stir in the chopped parsley just before serving. Ladle the zarzuela into bowls and enjoy!
