Cook the Sushi Rice
Rinse the sushi rice under cold water until the water runs clear. Combine the rinsed rice and water in a saucepan. Bring to a boil, then reduce heat to low, cover, and simmer for 18-20 minutes. Remove from heat and let it sit for 10 minutes.

Season the Rice
In a small bowl, mix rice vinegar, sugar, and salt until dissolved. Stir this mixture into the cooked rice. Allow the rice to cool to room temperature.

Form the Rice Cakes
Once the rice is cooled, press the rice into a flat layer about 1-inch thick in a baking dish. Cut into small squares or rectangles.

Fry the Crispy Rice
Heat vegetable oil in a frying pan over medium-high heat. Fry the rice squares until golden brown and crispy on both sides. Remove and drain on paper towels.

Prepare the Tuna Topping
In a bowl, combine canned tuna, mayonnaise, soy sauce, smoked chili flakes, and chopped green onions. Mix well.

Top each crispy rice square with a generous spoonful of the tuna mixture. Serve immediately.
