Prepare the Dough
In a small bowl, warm the milk and dissolve the yeast. Let it sit for 5 minutes until frothy. In a large mixing bowl, combine flour, sugar, salt, and cinnamon. Make a well in the center and add the yeast mixture, melted butter, and beaten eggs. Mix until a dough forms.

Knead the Dough
Transfer the dough to a floured surface and knead for about 5-7 minutes until smooth and elastic. Place in a greased bowl, cover, and let rise in a warm place for 1-2 hours or until doubled in size.

Prepare the Filling
In a bowl, mix the black sugar, ground cinnamon, and melted butter until well combined.

Roll the Dough
Once the dough has risen, punch it down and roll it out on a floured surface into a rectangle about 1/4 inch thick. Spread the filling evenly over the dough.

Form the Rolls
Starting from one long edge, roll the dough tightly into a log. Cut into 12 equal slices and place them in a greased baking dish. Cover and let rise for another 30-45 minutes.

Preheat the oven to 350°F (175°C). Bake the rolls for 25-30 minutes or until golden brown.

Make the Chai Frosting
In a mixing bowl, beat together the cream cheese and butter until creamy. Gradually add powdered sugar and chai spice blend until smooth.

Once the rolls are baked and slightly cooled, spread the chai frosting on top. Serve warm.
