Prepare the Sticky Rice
Rinse the sticky rice under cold water until the water runs clear. Soak the rice in water for at least 4 hours or overnight.

Cook the Rice
Drain the soaked rice and place it in a steamer basket lined with cheesecloth. Steam the rice over boiling water for about 30-40 minutes until tender.

Form Rice Balls
Once the rice is cooked, let it cool slightly. Wet your hands with water to prevent sticking, then take a small handful of rice and form it into a ball. Repeat until all the rice is shaped.

Grill the Rice Balls
Preheat a grill or grill pan over medium heat. Lightly oil the grill surface. Place the rice balls on the grill and cook for about 4-5 minutes on each side until they are golden and slightly crispy.

Prepare the Sauce
Chop the scallions and mince the garlic. In a small bowl, mix the soy sauce, black pepper, minced garlic, and half of the chopped scallions.

Serve
Serve the grilled sticky rice balls warm with the soy sauce mixture on the side. Garnish with the remaining scallions.
