Prepare the Chicken Wings
In a large bowl, mix cornstarch, salt, black pepper, garlic powder, and cayenne pepper. Add chicken wings and toss to coat evenly.

Heat the Oil
In a large pot or deep fryer, heat vegetable oil to 350°F (175°C).

Fry the Wings
Carefully add the coated chicken wings in batches to the hot oil. Fry for about 10-12 minutes until golden brown and crispy. Remove and drain on paper towels.

Make the Sauce
In a saucepan, combine honey, soy sauce, rice vinegar, and chili garlic sauce. Simmer over medium heat for about 5 minutes until slightly thickened.

Coat the Wings
Toss the fried chicken wings in the sweet and sour sauce until well coated.

Garnish and Serve
Transfer wings to a serving platter. Garnish with chopped scallions and cilantro. Serve with lime wedges and your choice of sauce on the side.
