Prepare the Batter
In a large bowl, mix the flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold water until you have a smooth batter.

Coat the Shrimp
Dip each shrimp into the batter, ensuring it is fully coated.

Heat the Oil
In a large pot, heat the oil over medium-high heat until it reaches 350°F (175°C).

Fry the Shrimp
Fry the battered shrimp in batches for about 2-3 minutes or until golden brown and crispy. Use a slotted spoon to remove them and place them on paper towels to drain excess oil.

Make the Spicy Mayo Sauce
In a small bowl, combine mayonnaise, sriracha sauce, and lime juice. Mix well until smooth.

On a serving plate, arrange the fried shrimp, drizzle the spicy mayo sauce over them, and top with sliced scallions and chopped cilantro.
