Cook the Meat
In a skillet over medium heat, cook the minced pork or chicken until fully cooked, breaking it apart as it cooks. This should take about 5-7 minutes.

Toast the Rice
In a separate dry skillet, toast the ground rice over low heat until golden brown, stirring frequently. This should take around 5 minutes. Set aside.

Combine Ingredients
In a large bowl, combine the cooked meat with the toasted rice, chopped scallion, lemongrass, kaffir lime leaves, lime juice, fish sauce, sugar, mint leaves, red onion, and red bell pepper.

Mix Well
Toss all the ingredients together until well combined. Adjust seasoning with additional fish sauce or lime juice to taste.

Serve
Serve the larb in small bowls as a starter. Optionally, serve with sticky rice on the side.
