Prepare the Chicken
Cut the chicken breasts into strips and set aside.

Make the Tempura Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and pepper. Gradually whisk in the cold water until the batter is smooth.

Heat the Oil
In a deep skillet or frying pan, heat the vegetable oil over medium-high heat until hot (about 350°F or 175°C).

Fry the Chicken Fingers
Dip each chicken strip into the tempura batter, allowing excess batter to drip off. Carefully place the battered chicken into the hot oil and fry until golden brown and cooked through, about 4-6 minutes. Remove and drain on paper towels.

Serve the chicken fingers hot with sweet & sour sauce and tomato ketchup for dipping.
