Marinate the Goat Meat
In a large bowl, combine goat meat, yogurt, ginger-garlic paste, red chili powder, turmeric powder, garam masala, salt, and lemon juice. Mix well to coat the meat thoroughly. Cover and let it marinate for at least 2 hours, preferably overnight in the refrigerator.

Prepare the Basmati Rice
Rinse the basmati rice under cold water until the water runs clear. Soak the rice in water for 30 minutes, then drain. In a large pot, bring 6 cups of water to a boil. Add salt, whole cloves, green cardamom pods, and the cinnamon stick. Add the soaked rice and cook until the rice is 70% done, approximately 6-8 minutes. Drain the rice and set aside.

Layer the Biryani
In a heavy-bottomed pot, layer half of the marinated goat meat at the bottom. Add half of the cooked rice on top. Sprinkle half of the chopped cilantro and mint, and half of the fried onions. Repeat with the remaining goat meat and rice. Mix saffron strands in warm milk and drizzle over the top layer of rice.

Cook the Biryani
Cover the pot with a tight lid and cook on low heat (dum) for about 45 minutes to 1 hour. This allows the flavors to meld and the goat to become tender. Make sure to check occasionally to prevent burning, adding a little water if necessary.
