In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water, mixing with your hands until the dough forms. Knead the dough for about 5-7 minutes until smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.

In a large bowl, combine the sautéed mixture with ground beef, chopped cilantro, soy sauce, salt, and black pepper. Mix well until combined.

Divide the rested dough into small balls (about the size of a golf ball). Roll each ball out into a thin circle. Place a tablespoon of filling in the center of each circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal tightly.

In a deep frying pan, heat vegetable oil over medium-high heat. Once the oil is hot, carefully add the filled Mo:Mo, frying until golden brown on both sides, about 3-4 minutes per side. Remove and drain on paper towels.
