Mix Dry Ingredients
In a large mixing bowl, combine 2 cups of all-purpose flour, 1 teaspoon of baking powder, and 1 teaspoon of salt. Whisk together until well combined.

Add Shortening
Add 1 tablespoon of vegetable shortening to the dry mixture. Use your fingers or a pastry cutter to mix until the mixture resembles coarse crumbs.

Gradually add 3 tablespoons of warm water to the mixture, stirring until the dough begins to clump together. You may need to adjust the water or flour slightly to achieve a workable dough.

Turn the dough out onto a lightly floured surface. Knead the dough for about 2-3 minutes until it's smooth and elastic. Wrap in plastic wrap and let it rest for at least 30 minutes.

In a deep frying pan or pot, pour in 2 cups of vegetable oil. Heat the oil over medium-high heat until it reaches 375°F (190°C). You can test the oil by dropping a small piece of dough into it; it should sizzle and float to the surface.

Carefully place the cut dough into the hot oil, a few pieces at a time. Fry for about 1-2 minutes on each side until they puff up and turn golden brown. Use a slotted spoon to remove them from the oil and drain on paper towels.
