Prepare the Guajillo Chilies
Remove the stems and seeds from the Guajillo chilies. Rinse them under cold water. Soak the chilies in hot water for about 15 minutes until they soften.

Blend the Chilies
After soaking, blend the Guajillo chilies with some of the fish stock until smooth. Add this mixture to the pot.

Simmer the Broth
Add the remaining fish stock, cumin powder, salt, and black pepper. Bring to a boil, then reduce to a simmer and cook for 15 minutes.

Add Seafood
Add the shrimp and tilapia pieces to the pot. Cook for an additional 5-7 minutes, or until the seafood is cooked through.

Serve the Soup
Ladle the Sopa De Marisco into bowls and serve hot with saltine crackers on the side.
