Preparation of Filling

Cook the Ground Beef
In a skillet over medium heat, add the ground beef, salt, black pepper, garlic powder, and onion powder. Cook until the beef is browned and fully cooked, approximately 7-10 minutes. Drain any excess fat.
Prepare Chile Con Queso Sauce

Make the Cheese Sauce
In a saucepan over low heat, combine cream cheese, Monterey Jack cheese, and milk. Stir continuously until the cheese is melted and smooth. Add the diced green chiles, cumin, chili powder, and salt. Stir until well combined and heated through.
Assemble Burrito

Fill the Tortilla
Lay the flour tortilla flat on a clean surface. Spoon the cooked ground beef in the center of the tortilla, followed by the shredded Monterey Jack cheese.

Wrap the Burrito
Fold the sides of the tortilla inward and then roll it tightly from the bottom to the top, enclosing the filling completely.
Serve

Top with Sauce
Place the wrapped burrito on a serving plate. Generously pour the prepared chile con queso sauce over the top of the burrito.
