Filling Preparation

Cook Ground Beef
In a large skillet over medium heat, add the ground beef. Cook until browned, breaking it apart with a spatula as it cooks, about 5-7 minutes.

Season Filling
Stir in the cumin, chili powder, salt, and black pepper. Mix well and cook for another 2 minutes.

Add Refried Beans
Remove from heat and mix in the refried beans and half of the shredded cheddar cheese until thoroughly combined.

Prepare Tortillas
Preheat your oven to 375°F (190°C). Spread a small amount of the enchilada sauce on the bottom of a baking dish.

Fill and Roll Tortillas
On each corn tortilla, place about 1/4 cup of the beef filling. Roll the tortilla tightly and place it seam-side down in the baking dish.

Top with Sauce and Cheese
Once all tortillas are in the dish, pour the remaining enchilada sauce over the top and sprinkle with the remaining cheddar cheese.

Bake
Cover the dish with aluminum foil and bake for 20 minutes. Remove the foil and bake for an additional 10 minutes, or until the cheese is bubbly and golden.

Serve
Let the enchiladas cool for a few minutes before serving. Top with sour cream and fresh cilantro as desired.
