Prepare the Broth
In a saucepan, heat the chicken or vegetable broth over low heat. Keep it warm but not boiling.

Sauté the Vegetables
In a large skillet, heat the olive oil and 1 tablespoon of butter over medium heat. Add the shallots and garlic, and sauté until translucent.

Toast the Rice
Stir in the Arborio rice and toast for 2-3 minutes until the rice is slightly translucent around the edges.

Deglaze with Wine
Pour in the white wine and cook, stirring constantly, until the wine is fully absorbed by the rice.

Add Broth Gradually
Begin adding the warm broth one ladle at a time. Stir frequently and allow the rice to absorb the broth before adding another ladle. Continue this process until the rice is creamy and al dente, about 18-20 minutes.

Finish the Risotto
Once the rice is cooked, stir in the remaining tablespoon of butter and grated Parmesan cheese. Adjust seasoning with salt and black pepper as desired.

Garnish and Serve
Remove from heat, stir in the chopped parsley, and serve immediately while hot.
