Rinse the Rice
In a fine mesh sieve, rinse the long-grain white rice under cold running water until the water runs clear. Set aside.

Cook the Vegetables
In a large skillet or pot over medium heat, add a little oil and sauté the diced green bell pepper, onion, and celery until softened, about 5-7 minutes.

Add the Meats
Stir in the chopped chicken liver and ground beef. Cook until the meat is browned, about 5-10 minutes.

Incorporate Garlic and Seasoning
Add the minced garlic, Cajun seasoning, salt, and black pepper. Stir to combine.

Add Rice and Broth
Add the rinsed rice to the skillet, then pour in the chicken broth. Stir well to combine.

Simmer
Bring the mixture to a boil, then reduce the heat to low, cover, and let it simmer for about 20 minutes, or until the rice is cooked and has absorbed the liquid.

Once cooked, remove from heat and fluff the rice with a fork. Serve hot, garnished with sliced green onions.
