Prepare the Tempura Batter

Mix Dry Ingredients
In a large bowl, combine the all-purpose flour, cornstarch, and baking powder. Mix well.

Add Cold Water
Gradually add the cold water to the dry ingredients, stirring gently until just combined. Avoid overmixing.

Add Ice Cubes
Add ice cubes to the batter to keep it cold, which helps achieve a crispy texture.
Prepare the Shrimp and Vegetables

Prepare Shrimp
Ensure that shrimp are peeled and deveined. Pat dry with paper towels.

Prepare Vegetables
Cut the carrot, zucchini, and sweet potato into thin strips. Trim the green beans and set aside.
Fry the Tempura

Heat Oil
In a deep frying pan or pot, heat vegetable oil to 350°F (175°C). Ensure there is enough oil to submerge the tempura.

Dip and Fry
Dip the shrimp and vegetable strips one by one into the tempura batter, allowing excess batter to drip off. Carefully place them in the hot oil.

Fry Until Golden
Fry the tempura in batches for about 2-3 minutes or until golden brown and crispy. Remove with a slotted spoon and drain on paper towels.
Prepare the Serving

Serve on Rice
In serving bowls, place a portion of cooked rice as a base.

Top the rice with the fried shrimp and vegetable tempura.

In a small bowl, mix soy sauce, mirin, and sesame oil. Drizzle over the tempura and rice.
