Prepare the Steak
Slice the flank steak thinly against the grain into strips. Season with salt and black pepper.

Cook the Vegetables
Chop the green bell pepper, onion, and mushrooms. Heat 1 tablespoon of olive oil in a skillet over medium heat. Add the onions and bell peppers, sautéing for about 3-4 minutes until they start to soften.

Melt the Cheese
Once the steak is cooked through, reduce the heat to low and lay the provolone cheese over the steak and vegetables. Cover the skillet with a lid to melt the cheese, about 2-3 minutes.
Assembling the Philla-Dilla

Prepare the Tortillas
In a separate skillet, melt 1 tablespoon of butter over medium heat. Place a flour tortilla in the skillet, warming it for about 1 minute on each side until pliable.

Fill the Tortilla
Spoon a quarter of the steak and cheese filling onto one half of the tortilla.

Fold and Cook
Fold the other half of the tortilla over the filling. Add another tablespoon of butter to the skillet and cook the folded tortilla for 2-3 minutes on each side, until golden brown and crispy.

Repeat
Repeat the process for the remaining tortillas and filling.

Serve
Cut the Philla-Dillas in half and serve warm with your choice of dipping sauce.
