Prepare the Rice

Cook the Rice
In a medium saucepan, combine the white rice and water. Bring to a boil over high heat, then reduce the heat to low, cover, and simmer for about 18-20 minutes, or until the rice is tender and the water is absorbed. Remove from heat and let it sit covered for 5 minutes.

Form the Patties
In a mixing bowl, combine the ground beef, salt, black pepper, and garlic powder. Mix until just combined. Form into two equal patties.

Make the Brown Gravy

Assemble the Loco Moco

Plate the Dish
Spoon a generous amount of cooked rice onto a plate. Place one hamburger patty on top of the rice, followed by the second hamburger patty. Top with the fried eggs and pour the brown gravy over everything. Serve immediately.
