Make the Dough
In a bowl, combine all-purpose flour and water. Mix until a dough forms. Knead for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a skillet, heat sesame oil over medium heat. Add minced garlic and sauté until fragrant. Add ground chicken, cucumber, minced Thai chili, soy sauce, salt, and pepper. Cook until chicken is fully cooked. Allow to cool.

Shape the Dumplings
Divide the rested dough into small balls. Roll each ball into a circle about 3 inches in diameter. Place a tablespoon of filling in the center of each circle. Fold the edges to form a flower shape, pinching to seal.

Steam the Dumplings
Prepare a steamer and bring water to a boil. Place the dumplings in the steamer basket and steam for about 10-12 minutes until translucent.

Serve the shaw muang hot with a side of chili sauce or soy sauce for dipping.
