Sauté the Vegetables
In a large skillet or wok, heat the vegetable oil over medium heat. Add the minced garlic and sauté until fragrant, about 1-2 minutes.
Add Cabbage
Add the chopped cabbage to the skillet and stir-fry for about 3-4 minutes until it begins to soften.
Mix the Sauce
In a small bowl, mix the fish sauce, grated palm sugar, and water until the sugar is dissolved.
Combine Everything
Pour the sauce over the sautéed cabbage. Add the sliced red chili. Stir well and cook for an additional 2-3 minutes until everything is well combined and heated through.
Serve
Remove from heat, serve hot with lime wedges on the side for squeezing over the dish as desired.
