In a large mixing bowl, combine the all-purpose flour and salt. Gradually add boiling water, stirring with a fork until the dough starts to come together.

Transfer the dough to a lightly floured surface and knead for about 5-7 minutes until smooth and elastic. Cover with a damp cloth and let it rest for at least 30 minutes.

In a mixing bowl, combine the ground chicken, chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and black pepper. Mix until well combined.

Form the Dumplings
After the dough has rested, divide it into small pieces and roll each piece into a circle about 3 inches in diameter. Place a small spoonful of filling in the center of each circle.

Fold the dough over the filling to create a half-moon shape. Pinch the edges to seal tightly, ensuring no filling escapes.

Fry the Dumplings
In a large skillet, heat the vegetable oil over medium heat. Add the dumplings in batches, frying until golden brown, about 2-3 minutes per side. Ensure they are cooked through.

Remove the dumplings from the skillet and drain on paper towels. Serve hot with soy sauce or your favorite dipping sauce.
