In a large bowl, mix the all-purpose flour and salt together. Gradually add the boiling water while stirring with chopsticks or a fork until the mixture comes together. Once cool enough to handle, knead the dough on a floured surface until smooth. Cover with a damp cloth and let it rest for about 30 minutes.

In a bowl, combine the ground chicken, chopped green onion, minced garlic, grated ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are thoroughly combined. Set aside.

After the dough has rested, divide it into small portions (about 1 oz each). Roll each portion into a circle about 3 inches in diameter. Place a teaspoon of chicken filling in the center of each circle, fold in half, and pinch to seal tightly. Repeat until all dough and filling are used.
